Research-Creation Residency Programme for Timorese Artists

The Institut Français d’Indonésie (IFI), Fundação Oriente and the Cité internationale des arts, an artist residency center in Paris, are pleased to announce their collaboration and the launch of a creative and research residency programme for Timorese artists from all disciplines. The aim of this programme is to encourage and facilitate the mobility of artists from Timor-Leste and to expand their professional and artistic networks.

This initiative is co-designed by the Cité internationale des arts (Paris), Fundação Oriente, and the Institut Français d’Indonésie. The partners are committed to supporting each laureate’s project by providing them with privileged mentorship, networking opportunities, and a fully-funded three-month residency in Paris.

Following the call for applications and a jury of professionals from the art and culture sectors, one laureate will be selected. All practical details and information are available below (please review these carefully before submitting your application). 

The residency will take place from January 3 to March 27, 2025. 

As part of the programme, the artist will benefit from:

  • Mentorship, networking opportunities, and meetings organized by the programme’s partners.
  • A live-in studio at the Cité internationale des arts in the Marais district, which consists of a single furnished space for both living and working.
  • A monthly living stipend of €850 net of taxes.
  • Coverage of international round-trip travel to and from Paris airports, as well as travel insurance and visa fees.
  • A €200 arrival allowance upon arrival in Paris, pending the first stipend payment, which will be directly deposited into the artist’s bank account each month.

Transport of works or experimental materials will not be covered. A final report of the experience will be required at the end of the residency. 

Only one application will be selected.

Eligibility and Selection Criteria 

The Cité X TIMOR-LESTE programme is open to Timorese artists-researchers of all ages.

Applicants must: 

  • Have an artistic and/or research practice in visual and performing arts, music, and sound research, performing arts, writing, design, architecture-urbanism, curating, or art criticism.
  • Have at least five years of professional artistic experience.
  • Be able to communicate and exchange in English or French.

Applications will be reviewed by a jury composed of representatives from the programme partners and qualified individuals. In addition to evaluating the candidates’ professional backgrounds, the jury will focus on the artistic quality of the project, the value added by this residency in Paris, at the Cité internationale des arts, and the proposed work plan as well as any established contacts or partnerships in relation to the residency project.

How to apply?

Applications for the Cité internationale des arts’ selection process must be submitted via the online application form.

Once your application is finalized, you will not be able to modify it. We kindly ask you to complete the form as thoroughly as possible.

Application documents 

The following documents, presented in French or English, will be required in the form: 

  • A detailed curriculum vitae (maximum 4 pages).
  • A portfolio of artistic projects completed, including visuals of works with full captions (maximum 15 pages), possibly with video links or representative audio files (MP3, AVI).
  • A statement of intent, in which applicants describe their motivations for applying and their interest in joining the residency programme. They must explain why their work requires that this residency take place in Paris and at the Cité internationale des arts, from both an artistic, career, and professional network perspective (maximum 3 pages).

Kindly note that the applicants are responsible to provide proof of required travel documents (valid passport) within their application.

Residency conditions 

The laureate will be accommodated in a live-in studio located at the Cité internationale des arts’ Marais site. The studios range in size from 25 to 50 m² and are designed to combine research-creation and daily life. Each includes a workspace, a kitchen, a bathroom, and a sleeping area. One studio can accommodate up to two adults and one child under the age of 7. Additional fees apply for accompanying persons. 

Unfortunately, the live-in-studios do not currently meet accessibility standards for people with disabilities, but work is underway to address this for the future.

Institut français d’Indonésie

Institut Français d’Indonésie (IFI) is a department of the French Embassy in Indonesia and East Timor. Its mission is to strengthen ties between East Timor and France in the scientific, academic, linguistic, and cultural fields. IFI supports students, teachers, academics, and artists for mobility programmes in France, in collaboration with Campus France. 

In addition to its educational and scientific initiatives, IFI is actively involved in cultural and artistic promotion and also supports the development of cultural and creative industries by facilitating support programmes and professional networking opportunities. 

Fundação Oriente 

Fundação Oriente is a Portuguese organization established in 1988, aimed at promoting cultural, educational, artistic, and scientific relations between Portugal and Asian countries, particularly those with significant historical ties to Portugal. 

The foundation supports a wide range of activities, including exhibitions, cultural and educational programmes, scholarships, research, and publications. It also works to preserve the historical and cultural heritage related to Portugal’s presence in Asia and encourages intercultural dialogue and cooperation between Portuguese and Asian institutions.

Through its interdisciplinary arts programme Hasoru Malu, launched in 2022, Fundação Oriente has been actively facilitating the development and production of Timor-Leste’s contemporary arts.

Cité internationale des arts 

The Cité internationale des arts is an artist residency in the heart of Paris, bringing together creators and allowing them to work on research and creation projects in all disciplines. 

For periods of two months to one year, the Cité internationale des arts offers, on its two sites, a supportive environment for creation, open to encounters with professionals in the cultural field. Residents benefit from tailored support from the Cité internationale des arts team. 

In the Marais or in Montmartre, the residency also provides opportunities for dialogue and interaction with over 300 artists and professionals from the art world across generations, nationalities, and disciplines. 

In collaboration with its many partners, the Cité internationale des arts opens several thematic and/or project-based calls for applications throughout the year.
